Froud: Trustees had absolutely no interest in what we had to say
Although the Development Applications Board in their last meeting decided to defer the final decision for work to go ahead after various concerns, Tucker said those concerns were being worked out.
The DAB said they were concerned over the reliance on a "temporary" changing room facility for the Aquatics Centre, given the example of those at the National Stadium, which had been "temporary" since the late 1980s.
In his letter to Tucker, Froud said: "My next question would be what the end user costs would be for the pool?
"This will be the next battle to face ¿ the association is a charity with fees gathered from involved parents of kids. Under privileged children will not be able to bear any higher costs that what is currently charged ¿ unless of course the expectation is that Government will fund it further.
"Something seems to not be adding up on this ¿ added to the fact advice from BASA has not been taken into account. It would really be great if we had a good relationship with the NSC as we need to hold hands on this together.
"At the end of the day there are other options available and we would hope that the NSC Aquatics Centre does not end up as an under-utilised facility due to poor planning and design."
Froud said that he was involved in the team put forward by BASA to meet with the NSC trustees for the design of the Aquatics Centre.
"Our invitation was extended to us by the then Minister of Sport, El James. It was abundantly clear from the onset that the NSC trustees were not interested in any proposal being put forward by BASA nor were the NSC interested in what BASA had to say concerning any design flaws that we noticed or asked for.
"As the association involved in aquatics and the official association for FINA in Bermuda we do have a notion of what Bermuda is looking for and what is needed."
The former BASA head added: "I am really not sure why the decision has been made by the NSC trustees not to at least entertain the proposal put forward by BASA ¿ i.e. the Myrtha option.
"Our proposal ticked all the boxes ¿ price, agreed facilities design (NSC trustees and BASA), structural warrantee etc. The NSC trustees have never given any definitive questions regarding this proposal and I add that the proposal did have permanent changing facilities.
"The current NSC proposed aquatics pool is seriously flawed with the diving pool in the main pool. It should be moved to the smaller pool!
"By not doing this it will cause many scheduling problems (less divers and more swimmers) and incur additional heating/cooling costs. I again ask that this be changed before we embark on this once in a lifetime venture.
"Many would question why the NSC Trustees are going this route? The proposal put forward by BASA is still on the table and it had included permanent changing facilities."
