But Sir John said this can only happen if Bermuda expands its economic base and provides educational opportunities for all.

This has begun and will continue under a UBP Government, he added.

"Tourism and international business are up,'' Sir John said. "And we have a large portion of international businesses waiting to invest in Bermuda. But they will only come as a result of our willingness to have a strong, stable infrastructure.'' Government planned to do this by keeping the annual economic growth rate at two percent, he said.

It also planned to: Make sure that the 64 percent of young people leaving high school received relevant and timely advice on career options and further education opportunities; Create a National Education Foundation to guarantee student bank loans if its scholarship and award money ran out; Publish a guide in consultation with the business sector of the skills and jobs Bermuda will need in the next decade so that young people can make informed education choices; and Ensure a much tighter link is developed between granting work permits and the training of Bermudians.

But, Sir John said, Government was not only working for fairness in terms of employees, but for employers also, particularly those in small businesses.

"We will encourage the tender process to go out to the private sector and make sure small businesses have a chance to grow and expand,'' he said.

"We've got a lot of young, bright people who don't want to work for someone else so we must refresh our efforts and diversify so that these changes take place.

"This year we're beginning to see signs that Bermuda is changing to meet the demands of the changing world. But we must work really fast because the world is changing fast. Bermuda can benefit even with the threat of a changing world.'' OCTOBER 1993 ELECTION
