Fine solo car drivers

One way to improve traffic congestion during rush hour traffic is for the Government to pass a law that says that vehicles for personal use with less than two people will be fined during the hours of let's say, 7.00 am and 9.30 am, and 4 p.m. and 6 p.m. This will encourage people to car pool or to use public transportation.

One way to improve traffic congestion during rush hour traffic is for the Government to pass a law that says that vehicles for personal use with less than two people will be fined during the hours of let's say, 7.00 am and 9.30 am, and 4 p.m. and 6 p.m. This will encourage people to car pool or to use public transportation.

The Government can also create HIGH OCCUPANCY VEHICLES (HOV) lanes on certain roads where only express buses and cars with more than three people can drive. These type of lanes in major cities have proven to be quite successful.

There is no need to discriminate between expats and locals nor between single vs married couples with children. The same can be achieved by creating laws that encourage car pooling and the use of public transportation.
