Top broker urges more local leadership in insurance

A top Bermudian broker believes the next generation of local aspiring insurance executives will forcefully seek career development in the industry.

Jasmine DeSilva is the managing director of Gallagher Insurance Bermuda, where she leads the strategic buildout and expansion of Gallagher’s presence in the Bermuda market.

She does not believe that Bermudians coming into the market at a junior level will accept idle employment when they can be honing their craft and learning what they need, to become productive in the industry.

Speaking during a panel discussion at the Bermuda Risk Summit 2026 at the Hamilton Princess and Beach Club, she fielded a question on changes she would want for a completely redesigned Bermuda insurance market, should she be given a blank canvas.

Ms DeSilva said: “For so long, we said, OK, these people can hold these roles, and these people can hold these roles. And if we need leadership, we'll have them just bring it in, right?

“Well, now we have a sector where that’s not that easy, and everybody’s scrambling. If we were to systematically have woven it into the system, we would have a benchmark.

“That’s where it starts. It's a systematic prioritisation from the business perspective. It is a key priority of yours. What will the business look like in the future? And how will we, all of you, help push that forward?”

She said a comprehensive training programme would have meant a priority to ensure the steady development of elite talent.

She said: “I would really focus on talent development, specifically development of Bermudians and for leadership opportunities.

“If we were to redesign this from scratch, that would be designed into the system from the beginning. It would be something that we intentionally prioritised, because we understood that the long-term financial credibility of Bermuda depended on Bermudians not just participating in (the industry), but leading it from within, helping to shape it.

“If we’re going to talk about sustainability, and if we’re going to talk about how do we build this from scratch, why wouldn’t we consider leadership development into how we shaped the mechanics of this organisation?

“It would not be a social issue, but something that’s woven into the strategic priorities of every organisation, and the country.”

She agreed with fellow panellists that such a market would also include the use of artificial intelligence.

Panel moderator, Giles Harlow, chief broking officer, Aon Bermuda Ltd felt the use of a career starter role is useful.

Ms DeSilva agreed it leads to faster technical advancement. She said she spent early industry years punching holes in paper, instead of something that required her brainpower.

She said the next generation will force today’s generation into recognising the need to develop the talent.
