PAC to discuss Auditor General’s report on misuse of funds

Matters raised by the Auditor General, including concern about inappropriate spending of public funds by the Bermuda Land Development Company, are expected to be discussed in public by the Public Accounts Committee (PAC) today.The meeting will be held at St Paul AME Church Centennial Hall, starting at 3pm.PAC members are expected to deliberate matters raised by the Auditor General’s ‘Special Report on the Misuse of Funds’, which was released in December.The committee is authorised by the House of Assembly to closely examine and report on matters relating to the accounts of the Bermuda Government. It is headed by Chairman Bob Richards and is comprised of MPs.At the time of the release of the special report, Ms Matthews said public funds were inappropriately spent on consultancy fees by the Bermuda Land Development Company.She further stated that the money was wrongly spent to fund the private legal fees of former Premier Ewart Brown and Government MP Derrick Burgess.The 2010 Report of the Auditor General was tabled in Parliament in June. The report was delayed because the Audit Committee had not performed its duties in 2011, according to Ms Matthews.She also expressed concerns about the Government’s failure to prepare consolidated financial statements for Bermuda and the lateness of financial reporting and covers the audit work for financial years ending March 31, 2009 and 2010.At that time Ms Matthews described the state of accounting and reporting of the government’s pension funds as “unacceptable”. And she strongly recommended that “permanent secretaries responsible for the organisations concerned and the respective boards should take all possible steps to bring financial statement preparation up to date as soon as possible”.The Ministry of Finance issued a statement following the release of the report. Premier Paula Cox noted the tone of the Report was “restrained” compared with previous years and said it would lead to “improvements in the stewardship of the public purse”.“This partnership definitely bodes well for the Government as good governance has been a priority of mine since I was appointed Premier in November 2010,” she said. “As Minister of Finance, I have spent a considerable amount of my time fighting for Bermuda's credibility around the world, and we have made good progress.“We wish to communicate a strong and clear message to the public that Government has zero tolerance for behaviour and practices that do not accord with the highest standards of good governance,” said Ms Cox.
