Senator questions why there was a delay in reporting disappearance of prisoner

Prison inmates allowed out on work release should be electronically monitored in certain circumstances, according to a One Bermuda Alliance senator.Shadow Families Minister Toni Daniels questioned why authorities did not notify the public sooner when convicted sex offender Shane Todd went missing instead of reporting back to the Prison Farm.Speaking during the Senate’s motion to adjourn, Senator Daniels pointed out that Todd absconded on June 29 — but the public learned only on July 4, through the media.“It was understood that he was serving time for drug offences and deemed to be a low-risk offender.”On July 6, the public learned Todd was at the end of serving 15 years for a 2005 burglary and sexual assault conviction, and had been declared schizophrenic during his Supreme Court trial, she continued.“Asked why there was a delay to report his failure to return, the response offered was that individuals participating in the work programme normally return voluntarily, and that police and prison officers had taken action immediately to try and locate the prisoner,” Sen Daniels said.However, the failure to notify the public earlier was “very disturbing”, she said.Noting the success of the electronic ankle bracelet system, Sen Daniels suggested that Corrections consider them for certain offenders granted work release.
