The Institute of Chartered Accountants has recognised six of its members for their distinguished service to their profession, the Institute and the community.

The award of the Fellowship enables recipients to use the initials ?FCA? and is granted by the Institute following recommendations by a committee made up of senior members of the profession from public practice and industry.

They are: Norman David Anfossi, FCA, Anfossi Management Limited, Ian Hill Davidson, FCA, Partner, Pricewaterhouse Coopers, Leon Anthony Joaquin, FCA, senior partner Ernst & Young, The Hon. Terry Eugene Lister, JP, MP FCA, Minister of Education, Kathryn Ruth Siggins, FCA, Bermuda Life Insurance Company Limited, Jan Jaap Spiering, FCA, self-employed, former managing partner of Ernst & Young. A banquet in honour of these recipients will be held next month.

Global life reinsurance specialist Scottish Re Group Limited has named Hugh T. McCormick executive vice president of Corporate Development.

?Hugh has been an important part of the Scottish Re team since 1999 when he began working with us as outside counsel. Now, as a full-time member of our leadership team, we look forward to working closely with Hugh as we continue to grow Scottish Re?s business,? said Scott Willkomm, President and Chief Executive Officer of Scottish Re.

?His vast experience in consummating transactions in the insurance industry will be a tremendous asset to the firm.?

Mr. McCormick?s new role involves emerging market projects and insurance related capital projects, including securitisation of Regulation XXX reserves. He will also provide regulatory support, and will consult on M&A transactions and tax matters.

Prior to joining Scottish Re, he was a senior partner in the New York office of LeBoeuf, Lamb, Greene & MacRae L.L.P. Between 1977-1981, he was an attorney-advisor with the Interpretative Division of the Office of Chief Counsel of the Internal Revenue Service.

Mr. McCormick is also correspondent member of the Reinsurance Section of the Society of Actuaries, and chairs the Regulation and Tax Committee of the Section.

From 2002 to 2004 he served as President and Chairman of the Board of Directors of the Insurance Tax Conference, Inc., and is a member of the Board of Advisors and Contributors of the Journal of Taxation of Investments.

He contributed the chapter on ?US Regulatory Issues? for International Life Insurance (Chancellor Publications Ltd. (UK), 2002), and is a co-author of Insurance Industry Mergers and Acquisitions, which is to be published in 2005 by the Society of Actuaries.

He received a B.A. from the University of Michigan, a J.D. from Rutgers University School of Law, Newark and an LL.M. (Taxation) from Georgetown University.

Scottish Re has also promoted senior legal associate Pam Fulbright to the post of Assistant Vice President / Corporate Compliance Officer.

Ms Fulbright will now be responsible for reviewing, assessing and monitoring all Scottish Re policies and procedures. She will also be responsible for responses to internal standards and to external legal and regulatory mandates, most specifically in the areas of human resources, information technology, finance, tax, legal and regulatory.

Ms Fulbright?s legal career spans over 30 years. Prior to joining Scottish Re in 2002, she worked in the legal department of a FERC mandated and regulated entity for the regional transmission of energy a start-up company organised by Duke Energy.

She has also worked at several other energy companies, where she developed the company?s Code of Business Ethics and initiated the company?s efforts in ethics, diversity, compliance, and communications. She is a graduate of Auburn University in Alabama.

Scottish Re has hired top lawyer Hugh McCormick as executive vice president of corporate development.

In the newly created position, Mr. McCormick will manage emerging-market and insurance-related capital projects. He will also provide regulatory support and will consult on mergers and acquisitions and tax matters.

Before joining Scottish Re, Mr. McCormick was a senior partner at New York law firm LeBoeuf, Lamb, Greene & MacRae, where he advised insurance and reinsurance companies on tax, regulatory and corporate matters.
