He was answering criticism from a man who tried to clear up a traffic ticket by obtaining a copy of the form from TCD.
"Eight dollars is far too much for a photocopy of a registration form,'' Mr.
Andrew Correia, 30, told The Royal Gazette yesterday.
He added: "I could see if it was a dollar. It took the woman no longer to do it than if I had done it myself.'' Mr. Dane, however, said: "The person who has to make the photocopy has to stop what they are doing and look for the registration form. They then have to copy it and stamp it.

Alvin (Alabama) Anderson, 52, of Clarence Street, pleaded guilty in Magistrates' Court to drinking liquor in a public place.
Shortly after 10.15 p.m. on Friday, August 27, Police on patrol near Penno's Wharf in St. George's saw Anderson causing a nuisance, Sgt. Earl Kirby, prosecuting, said.
Police saw Anderson walking toward Penno's Wharf drinking a Heineken beer.
Anderson told them he was keeping the beer for the Eastern Counties game on Saturday.
But in court yesterday, Anderson said he forgot he had the beer.
"I know I had a flask of vodka,'' Anderson told Senior Magistrate the Wor.

"I told the cop to pour the beer out because I don't want to get locked up.'' Noting Anderson had been in custody since Friday and that he pleaded guilty to the charge, Mr. Francis fined him $100.

Chef Christopher Dilauro, 23, and student Eric Dilauro, 26, of Richmond, Virginia, admitted last week in Magistrates' Court that they imported cannabis in their shoes.
The younger man was caught during a search at the Civil Air Terminal with 2.15 grams of the drug. He was also charged with possession of cigarette papers.
Dilauro said he was expecting to leave the Island the next day and only had $150 left.

The older brother was found to have 2.3 grams of cannabis. He was fined $200.
