Two promoted to Superintendent

The Bermuda Police Service has announced the appointments of two officers as Superintendents.James Howard will be responsible for community policing initiatives while Andrew Boyce will be in charge of the Intelligence Division.Superintendent Howard is a Bermudian with 23 years' service. His postings have included Central and Western Uniform, the Parishes Department, Cycle Crime, Motorcycle Patrol Section, Criminal Investigations Unit and the Serious Crime Unit.

James Howard will be responsible for community policing initiatives while Andrew Boyce will be in charge of the Intelligence Division.

Superintendent Howard is a Bermudian with 23 years' service. His postings have included Central and Western Uniform, the Parishes Department, Cycle Crime, Motorcycle Patrol Section, Criminal Investigations Unit and the Serious Crime Unit.

He was promoted to Sergeant in July 1996 and then served for three years in the Narcotics Department before being transferred to the Police Training Centre. Mr. Howard was promoted to Inspector in 2001 and was then appointed Second in Command of the Narcotics Division.

In 2004 he began acting as Chief Inspector in different Divisions before being promoted to Chief Inspector in charge of Training and Recruiting, in May 2006.

The following year he was transferred to the Community Policing Division as the Area Commander. Superintendent Howard has been trained in the UK, US, Caribbean and South Africa.

His most recent courses include the International Commanders Programme at the National Police Improvement Agency (NPIA), UK, and the International Strategic Leadership Programme by the Ministry of National Security, Trinidad and Tobago.

He also holds a Diploma in Criminal Justice and Police Management from the University of Leicester, a Bachelor of Science degree in Policing and Police Studies from the University of Portsmouth, and a Master's Degree in Management and Human Resource Management.

Superintendent Howard has received four Commissioner's Commendations, one Merit Award and seven Letters of Good Work.

Superintendent Boyce joined the Bermuda Police Service in 1979 and worked general patrol duties in Hamilton and St. George's until 1984.

He then served at Eastern CID, Central CID, in Narcotics and Serious Crime until 1998. He was promoted to Sergeant in 1990 and then Inspector in 1998.

Between 1998 and 2004, Superintendent Boyce worked as Intelligence Manager and Crime Manager. He was promoted to Chief Inspector in 2001.

Three years later he was appointed Divisional Chief Inspector in the Community Policing Division, and Officer in Charge of the Serious Crime Unit, Officer in Charge of Narcotics and Officer in Charge of CID Units.

He has received seven Letters of Good Work and 11 Commissioner's Commendations.

He has attended Senior Criminal Investigation Courses in Canada and the UK, as well as Supervisory Management Training in the Caribbean and Canada. He also recently attended a Strategic Leadership Course in Trinidad and Tobago.
