Electoral boundaries unfair -- NLP
boundaries are unfair, the National Liberal Party said yesterday.
"The inequity in voting districts still exists and may even be greater than before,'' said former NLP Warwick East MP Mr. Walter S. Brangman, who analysed the results for the party.
"...The system is unfair and should be addressed. It is clear that voters in the smaller districts enjoy a superior voting strength of two-to-one over voters in the larger districts.'' There are now five districts with more than 2,000 voters: Warwick East, Devonshire South, Warwick West, Sandys North and Sandys South.
The five smallest constituencies have fewer than 1,400 registered voters: Paget West, Paget East, Hamilton West, St. George's South and St. George's North.
Mr. Brangman said this meant that a Paget West candidate had to spend a lot less money to correspond with constituents than a candidate in Warwick East, and had to spend a lot less time trying to physically contact voters before an election.
He also referred to a section of the Report of the Royal Commission into the 1977 Disturbances which criticised the difference in size between various constituencies.
At the same time, Mr. Brangman pointed out, the report said "no particular trend emerges from these figures. The governing UBP won some of the smaller constituencies, but they also won two of the four largest, including the very largest.'' The same apparently holds true in 1992, with the UBP holding both the biggest and smallest constituencies, but both the UBP and PLP holding a mixture of both.
But Mr. Brangman said the disparity "has gone on far too long without any serious attempts to make the necessary changes''.
He repeated his party's call for a constitutional conference to address the matter, which could result in a reduction in House seats, an increase in seats, or a redistribution of votes while retaining the present 40 seats.
The NLP saw its share of the vote rise from seven to nine percent in the 1989 election. But its share of House of Assembly seats fell from five percent to 2.5 percent -- or two MPs to one.
The recently-completed voter registration saw a record 34,173 people sign up -- 119 more than last year.
After the registration, the number of voters in each constituency, together with which party held the seats, was: Warwick East 2,365 (UBP); Devonshire South 2,355 (UBP); Warwick West 2,302 (UBP); Sandys North 2,128 (PLP); Sandys South 2,082 (PLP); Devonshire North 1,988 (PLP); Pembroke West 1,836 (UBP); Pembroke West Central 1,756 (UBP/Ind.); Pembroke East Central 1,734 (PLP); Southampton West 1,647 (UBP); Pembroke East 1,618 (PLP); Smith's South 1,503 (UBP); Southampton East 1,494 (PLP); Hamilton East 1,491 (UBP/NLP); Smith's North 1,463 (UBP); St. George's North 1,398 (PLP/UBP); St. George's South 1,328 (UBP); Hamilton West 1,293 (PLP); Paget East 1,239 (UBP); Paget West (1,153).
