Details of $2m digital transformation agreement disclosed
Details have been published of an agreement with Paradise Mobile to help the Government in its digital transformation efforts.
A notice in the Official Gazette — published last week under a public access to information requirement to disclose contracts valued at more than $50,000 — showed that the Cabinet Office signed a $2,076,743.66 deal with the telecommunications company.
It said that the purpose of the agreement included the design, development and delivery of a one-stop shop portal, “service digitisation, artificial intelligence-enabled citizen self-service, and related cloud and integration services in support of improved government service delivery”.
The contract was dated December 1, 2025, with an end date of December 31, 2027.
Diallo Rabain, the Minister of the Cabinet Office and Digital Innovation, announced the agreement in December, when he said that the Government’s digital transformation programme was “powered through a new partnership with Paradise Mobile”, supported by Google Cloud — a suite of cloud computing services — and its global partner, Abacus.
He called it a “milestone in Bermuda’s digital future”.
Mr Rabain said then: “This multiyear initiative will bring our vision of a connected, fully integrated public service to life — a service where residents and businesses can complete government transactions in one secure digital platform.
“This means applying for licences and permits, making payments, accessing public records, signing documents and managing personal government information, all in one central location.”
He added that as well as convenience, the programme would improve transparency and strengthen accountability.
The Official Gazette entry last week showed that Paradise Mobile also received a contract valued at $64,200 to provide additional resources to support the programme during its foundational phase, including cloud, integration and application development support.
That agreement, awarded on January 29, had a start date of February 1 and will conclude on April 30 this year.
A spokesman for the Ministry of the Cabinet Office and Digital Innovation said the service agreement with Paradise Mobile would support delivery of key components of the digital transformation programme.
He said: “The foundational phase of the programme requires specialised technical expertise to support discovery work, technical validation, system configuration and integration planning.
“At this stage, skills such as a cloud/development and operations engineer and a full-stack developer are needed to maintain momentum and ensure the programme progresses on schedule.
“The Government identified a gap in the availability of these highly specialised technical skill sets within the Public Service.
“This engagement, therefore, augments internal capacity to ensure foundational deliverables are completed within the required time frame.”
The Government said last week that a technological upgrade of its services had begun in six departments, with an “initial suite of digital services” planned to launch within the next 100 days.
