Shadow minister ‘understands’ roadworks concerns

The Shadow Minister of Public Works said he understands concerns voiced by residents over the “sheer” number of roadworks across the island.

Vance Campbell noted that the One Bermuda Alliance supports necessary infrastructure investment, but believes Bermuda can do a better job of planning, co-ordinating and communicating roadworks.

He said on Wednesday: “I have spoken to many residents who have raised concerns about the sheer number of roadwork projects taking place across Bermuda.

“Their concerns are understandable, particularly for commuters and businesses who are facing repeated delays and disruption, especially in areas where several major works seem to be concentrated in the same areas at the same time.”

Three projects were photographed by The Royal Gazette this month.

A lane remained closed this week on North Shore Road in the Crawl area, where essential inspections were being carried out.

The Ministry of Public Works and Environment earlier said that the closure was required to allow for the inspection of an existing fuel transmission line that delivers fuel from Sol to Belco.

Works were expected to end on August 10.

Meanwhile, a section of road in Smith’s has been reduced to a single lane of traffic for almost four months to allow for the construction of a wall in the area.

The closure along South Road, near The Loren at Pink Beach, takes place daily from 7am to 6pm. It was originally scheduled to end on July 13.

Highway infrastructure repairs continued on Middle Road in Devonshire, west of Garthowen Estate, where a retaining wall requires reconstruction.

A concrete block shortage has impacted the reconstruction phase of the project.

When asked for an update on the works, a spokeswoman for the Ministry of Public Works and Environment said: “Construction activities will continue as materials become available in the future and weather conditions permit.”

She added an apology for any inconvenience caused. The Government did not offer any further comment.

Mr Campbell added: “While roadworks are necessary, the OBA believes that there are so many ongoing projects due to the failure of the PLP government to address routine maintenance issues resulting in the need for multiple incidences of emergency repairs.

“This is further compounded by the Government’s failure to co-ordinate the major roadworks of multiple agencies, contractors and utilities.

“Without sufficient co-ordination, the public bears the burden through congestion, longer travel times and frustration.”

Mr Campbell said that an elected OBA government would place a greater emphasis on long-term preventive maintenance.

He added: “Investing consistently in routine repairs is far more cost-effective than waiting until assets fail and emergency interventions become necessary.

“Second, we would improve project co-ordination across government departments, utilities and contractors.

“Where possible, road resurfacing, utility upgrades, drainage improvements and other infrastructure work should be bundled together so that a road is excavated once rather than multiple times over several months or years.

“Finally, we would take a more strategic approach to scheduling, ensuring that the cumulative impact on commuters and businesses is considered before multiple projects are authorised in the same region at the same time.”

Mr Campbell said: “Our goal should be to maintain our infrastructure proactively, minimise disruption to residents and ensure taxpayers receive the best value for every dollar spent.”
