Government seeks outside professionals to push projects forward
Increasing demands and limited capacity have led the Ministry of Public Works and Environment to recruit engineers and other professionals to support active projects.
A notice published last week stated that additional personnel were needed to support “project management, engineering, cost control and advisory services” for multiple concurrent programmes.
The request for supplier qualifications said the support would encompass “a works and infrastructure programme” and “a lands and buildings programme”, but did not provide further detail.
In an invitation to prospective respondents, it said: “The ministry is responsible for the planning, development, maintenance and delivery of critical national infrastructure, including transportation networks, drainage systems and coastal assets as well as the management, development and maintenance of buildings, parks, beaches, public lands and associated facilities.
“Due to increasing project demands and limited internal capacity, personnel are required to supplement existing resources and ensure the effective and timely delivery of projects and programmes.”
The ministry is seeking a co-ordinator, electrical and structural engineers and engineering technologists for the works and infrastructure programme, and architects, an interior designer and an accountant for the lands and buildings plan. Quantity surveyors and project managers are needed for both initiatives.
Jaché Adams, the Minister of Public Works and the Environment, told The Royal Gazette that the professionals would help the Government execute more projects in a timely manner.
He explained: “It could very well be that one of the project managers has significant expertise in road management — it’s premature for us to say specifically what they will be used for, but once we get the pool, we will be able to allocate resources appropriately based on a number of criteria.”
The minister added: “The construction industry is seeing a significant boom, so the availability of project managers is becoming a big challenge as well ... so we certainly look to utilise these project managers for the foreseeable future. I would not necessarily say there’s a specific date in mind.”
A document that outlined the scope of required services said that the appointed firms would act as extensions of the ministry’s internal teams.
It said: “The objective of this engagement is to establish a contractual arrangement with one or more professional services firms to provide multidisciplinary support across project management, engineering, cost control and advisory services ... ”
The procurement notice pointed out that while personnel volumes identified in the document represented the ministry’s anticipated needs, actual requirements may increase or decrease over the period of the contract “in response to operational needs, programme priorities, and available funding”.
It added: “The personnel will be embedded within the relevant public works department or section and will report through the existing management structure of that department or section.”
The Government will consider the pricing, experience, capability and local benefits of each applicant when making its decision, the notice said.

Any addenda to the proposal must be issued by September 1 and the framework agreement is expected for November 30.
