Paying after a burglary

Dear Sir,
A friend of mine had their residence broken into recently and obviously reported that to the police, met the attending police officers and gave details of when last home/items removed etc etc.
Now, not only did my friend lose all the belongings taken during this burglary money, phone and keys to add insult to injury, my friend now has to pay $100 to obtain an 'Official Police report' containing all of the details that they themselves had told the police!
One hundred dollars for a report on a break-in that they reported.
Maybe the police hierarchy can explain how a report of a crime reported by the householder costs $100. If it takes someone 20 to 30 minutes to prepare that report (I am guessing here, folks) that is a crazy amount of money are the police so short of money that they have to fleece victims of crime when they need an official record of the crime?
The police hierarchy should be ashamed of themselves talk about obtaining money under false pretences!
