Board of Directors represents media, Police and community

The Crime Stoppers programme is built on a three way partnership between the media, the Police and the community, which the Board of Directors will represent. Crime Stoppers International said it feels that because the community is providing the funds for the rewards, they should have a say in how it is being spent. The major functions of the Board of Directors will be to: Create policies for the Crime Stoppers programme and make sure they are carried out; Raise reward funds, determine reward amounts and make arrangements for the rewards to be paid; Keep business records; Ensure the media is promoting the programme; and Develop short and long range plans for the programme.

Crime Stoppers International said it recommends that all its Board of Directors throughout the world should become incorporated as non profit organisations for three major reasons.

As an incorporation, the liability of the civilian members of the Board of Directors is limited.

Volunteer civilians make up Board free from open records laws which helps to further protect their informants.

And the act of incorporation creates continuity which means that Crime Stoppers will continue to exist until formal action is taken to dissolve it.

Crime Stoppers Bermuda became incorporated on June 2, 1995. Assistant Police Commissioner Mr. Wayne Perinchief said once the programme is under way, there will be a number of committees created to handle specific duties. The board, which is comprised of volunteer civilians, will be headed by chairman Mr.

McNeil Warner. And he will be seconded by a deputy chairman, the Rev. Leonard Santucci. Mrs. Evelyn James Barnett of ZBM will head the committee in charge of publicity and media relations. And Ms Catherine Lord of Johnson and Higgins will be in charge of fund raising. The other members of the board who will head up committees in due course are Mr. John Drew of John Barritt and Son Limited, Mr. John Graham of the Bank of Butterfield, Mr. David Carruthers of Argus Insurance Company Limited, Mr. Fred Beach of the West End Development Corporation, Mr. Russell Southern of the Hamilton Rotary Club, Mr. Ralph Richardson of Bermuda, Fire and Marine, and Ms Rosemarie DeShields of Carvele Jewellers. Others involved with the Board of Directors -- but without the duty of rewarding the informants -- are the programme's treasurer Mr. David Pugh of Argus Insurance and Ms Jeanette Matthew of Bermuda College, who will be the programme's secretay.
