Commission for Unity and Racial Equality more powers to examine the racial make-up of company workforces has shed valuable light on an emotionally difficult area of Bermuda life.

The bill allows CURE to get information on the make-up of a workforce and to ensure that there are statements on equal employment opportunity.

In many ways, Bermuda's workforce is well integrated, but there is no question that in many companies, it is difficult, if not impossible, for blacks and women to reach the very top.

The fact that there are just two companies listed on the Bermuda Stock Exchange with women chief executives and just three with blacks as CEOs shows the degree of the problem, which is little better in the international business sector.

It is in every company's interests to ensure that its staff is diverse and that all employees have the opportunity -- although not the right -- to rise to the very top.

The point, which was made in the Senate debate, was that a proper statistical accounting of the racial make-up of companies will help to dispel preconceived notions is perhaps the most important aspect of the whole debate.

This can work both ways. Not only can it show which companies lack diversity, but it can also show which firms are doing well, something their own employees may not be aware of.

The advantages of a diverse work force should be obvious to all. An all-white, or all male, workforce may not have an understanding of its employees needs and vice versa.

Businesses dealing internationally should be aware that the United States is one of the most culturally varied societies in the world. "Minorities'' are increasingly influential both in business and in buying power. A business, whether it is an insurance company or a hotel, will reap benefits from having a diverse staff.

However, this legislation should not be seen as a precursor to affirmative action. The perception that a person received a job or a promotion because of the colour of their skin will benefit no-one. And more and more companies in Bermuda are competing internationally. To be successful, they need to be able to recruit the best.

CURE needs to show these companies that diversity in hiring should be part of the equation when they go out to seek "the best''.
