Government ministries give different answers to Grand Atlantic Resort questions

Two Government ministries have provided different sets of answers to Parliamentary Questions over the Grand Atlantic Resort and Residences development.

The answers, over the total acreage of the property, came from the Ministry of the Environment and Sports and the Ministry of Tourism and Transport.

The Environment Ministry's response leaves one acre unaccounted for. It says the total land subject to a Special Development Order (SDO) is 13 acres, although plans from the landowner's agent indicate an acreage of 14.

The Ministry of Tourism and Transport meanwhile, in its response, said the total acreage subject to the SDO is 12.82.

Senator Marc Bean, Junior Minister for the Environment and also Tourism, yesterday said the correct answers were those from Tourism.

He said he withdrew the Ministry of the Environment's response in the Senate when he realised the numbers were at odds with that of Tourism.

"I then withdrew both of them (both ministry responses) to go back to my technical officers to get the correct answers," said Sen. Bean.

"The correct answers, the ones we feel are the most transparent, are from the Tourism Ministry because this is information directly from the developer."

He added: "The developer's costs change from month to month so the correct, the most relevant answers which will satisfy, are the ones from Tourism and Transport.

"The numbers from the Environment Ministry are not something that I accepted as relevant to the answers I was given."

He explained: "The questions immediately went to Tourism but because the answers went across ministries, they also went to Environment."

The Parliamentary Answers were submitted in response to Questions by Michael Fahy, Opposition Senate spokesman on the Environment.

Sen. Fahy asked Sen. Bean: "Would the Junior Minister please inform the Senate as to what is the exact total acreage of the land in Warwick owned by Atlantic Development (Bermuda) Ltd. which is subject to the Special Development Order granted in 2007 and amended in 2009 ('the SDO')?"

The Environment Ministry said: "Thirteen acres is the figure quoted in the Special Development Order 2007. It is to be noted that the acreage was not altered in the 2009 amendment even though the plan received from the agent for Atlantic Development (Bermuda) Ltd. indicates an acreage of approximately 14 acres."

The Tourism Ministry said: "The total site acreage of the land in Warwick owned by Atlantic Development (Bermuda) Ltd. which is subject to the Special Development Order granted in 2007 and amended in 2009 is 12.81695."

Sen. Fahy also asked for the total acreage of land to be allocated to the hotel development, restaurant, bars, beach club, pool, spa, conference facilities, shops and car parks, plus the acreage for the affordable homes and fractional suites.

The response from the Environment Ministry was: "The plan provided by the agents for Atlantic Development (Bermuda) Ltd. allocates approximately half of the site (6.5 acres based on the 13 acres in total) to the hotel and related development and the fractional units, and the remaining 6.5 acres to the affordable housing component."

The Tourism Ministry said: "The acreage for the tourism site allocation is 5.66816 and the acreage for the affordable housing component is 7.14879."

Senator Fahy's third question was: "Would the Junior Minister please inform the Senate as to what is the exact total acreage of the land in Warwick owned by Atlantic Development (Bermuda) Ltd. that may be allocated for purposes other than resort development, affordable housing or fractional units?"

The Environment Ministry response said: "Apart from the major components, the other uses would include amenity areas, open spaces and landscaped areas. However, the specific acreage allocated to purpose other than resort development, affordable housing or fractional units is not available."

The Ministry of Tourism said: "There is 10,000 square feet of commercial space located at the entrance of the Hotel which is included in the tourism site allocation above which will be allocated for purposes other than resort development, affordable housing or fractional suites."

Yesterday, Sen. Bean admitted the plans could change.

"It's a project so if they ask questions in three to six months, then I'm sure some numbers might change. It's a development so there is likely to be changes," he said.

"But as that information is provided to me I will make it available publically and to the media."
