How to catch the cheats

Dear Sir,

The Government appears to be struggling to find a way to catch the vehicle licence cheats. One possible solution: once a registered car owner reaches the age of 65 they must take an annual road test prior to registering their vehicle. If an elderly person is driven to Transport Control Department in a large class car with all of the added extras but cannot drive it then the vehicle licence is cancelled. For medical reasons certain people will require a larger car and have a caregiver to drive the car. This person must produce a medical certificate to TCD in person prior to the car being licenced. And the registered owner should be present in the vehicle whilst it is being driven by such caregiver.
