Confiscate vehicles of scofflaws

Dear Sir,
When will the Government bite the bullet and give magistrates the power of confiscation of the vehicle? There was a report in The Royal Gazette of a driver who managed to have more than $12,000 in fines, however, the magistrate did not want to incarcerate the offender. (That would cost the taxpayer money.)
Confiscate the vehicle, remove any driving licence and, once the fines are paid, the vehicle can be returned. If the fines are not paid within six or 12 months, sell the vehicle and the monies can go towards the fines.
