Mr. Collis, the senior partner at Conyers, Dill & Pearman and a former government leader in the Senate, has filed a writ against the Minister of the Environment, Planning and Natural Resources. The writ concerns a decision by Minister Irving Pearman to uphold the Development Applications Board (DAB) granting of planning permission for the Crisson cottage.

Mr. Collis, David Lines, David Anfossi and the Gibbons family, who have homes on Long Island, had objected to the proposed cottage in a series of letters to the Planning Department.

Mr. Collis objected on the grounds that the Crissons had sold him his plot of land on the a promise he would find privacy on the island, which lies just off Spanish Point.

In a November 26 letter Mr. Collis claims the "price paid was substantial because of a moratorium which existed and, therefore, the privacy which was to be obtained in consequence.'' Planning department officials deny any such moratorium existed.

On appeal Mr. Pearman turned down the objections of the protesters to the 600 sq. ft. cottage.

Mr. Lines is the senior partner at accounting firm Coopers & Lines. Mr.

Anfossi is the former senior partner of accounting firm Deloitte & Touche and now runs Anfossi Management Ltd. The Gibbons family own a wide variety of businesses in Bermuda, including Colonial Insurance Co. Ltd., and Gibbons Financial Services Ltd.

The proposal for the cottage came from civil engineer Chris Crisson, his daughter Heather Corbett, and his brother John, president of jewellers H.S. & J.E. Crisson Ltd.

*** James A.F. Watlington, former vice president of STW Fixed Income Management Ltd., is forming his own investment advisory company.

Osprey Investments Ltd. would be the offshore representative for a "number of top quality investment managers'', Mr. Watlington said. Osprey will act as an investment advisor to high net worth individuals and companies.

Mr. Watlington, who is a lawyer, left STW Fixed Income in June after working there for two years. He has also worked for Arthur Morris Christensen & Co., and for the Bank of N.T. Butterfield and Son Ltd.

*** The Institute of Chartered Accountants of Bermuda has started disciplinary action against one of its members. The organisation won't release the name of the member, or details about the alleged infraction. A spokesperson said the organisation is currently holding hearings about the matter. Disciplinary procedures could range from a reprimand to expulsion and a fine. A member who is permanently expelled from the organisation will no longer be able to practice accounting in Bermuda.
